Meaning of Natural Disaster

A natural disaster is defined as the negative impact that follows a natural hazard when it significantly harms a community. It can result in loss of life, damage to property, and often leads to economic disruption. The extent of the damage is influenced by the resilience of the affected population and the infrastructure available to them.

Impact of Natural Disasters.

A natural disaster can lead to loss of life, injuries, and other health impacts, as well as property damage, loss of livelihoods and services, social and economic disruption, and environmental damage.

What are the needs in disasters?

In disasters, the needs of survivors are often organized into a hierarchical framework known as the Disaster Survivor Hierarchy of Needs. This hierarchy includes:

  1. Food, Water, and Shelter: Immediate access to essential resources for survival and basic comfort.
  2. Safety: Protection from further harm and the assurance of personal security.
  3. Family and Friends Support: Emotional and practical support from loved ones and community networks.
  4. Stress Reaction: Addressing psychological and emotional responses to the disaster.
  5. Grief and Loss: Coping with the emotional impact of losses, including the loss of loved ones, property, and normalcy.
  6. Assimilation and Accommodation: Adjusting to new circumstances and integrating into recovery and rebuilding efforts.

Natural Disaster Social Security Scheme

In the event of natural or man-made calamities such as storms, floods, earthquakes, fires, tsunamis, wars, or religious strife, affected families often face challenges that can set them back 15 to 20 years, making recovery and rebuilding extremely difficult.

Similarly, unforeseen crises like epidemics (e.g., COVID-19) or financial downturns (e.g., global economic slowdowns) can arise at any time, beyond our control. However, through collective effort, we can mitigate some of the economic impact.

This scheme aims to provide financial assistance to members during such calamities. The fund will be used to provide essential items such as food, clothing, shelter, medicine, and water to those in need during these critical times.

Types of Assistance Provided by Flashstar Foundation in Natural Disasters

  1. Emergency Help:

    • Food, Water, and Medicines: Immediate provision of essential supplies to ensure survival.
    • Hospitalization Help: Financial support for medical treatment and hospital expenses.
    • Shelter: Assistance in securing temporary or permanent housing.
    • Clothing: Provision of necessary clothing.
    • Essential Goods: Supply of other critical items needed for daily life.
  2. Financial Assistance to Restore the Family:

    • Household Essentials: Financial support for purchasing essential household items, bedding, and clothing. This assistance may include a fund based on donations and other income of the Foundation, or an interest-free loan up to Rs. 1,00,000, repayable over two years in equal EMIs starting after one year.
  3. Financial Assistance for House Repairs:

    • Interest-Free Loans: Up to Rs. 2,00,000 for repairs, with no interest charged.
    • Low-Interest Loans: Amounts between Rs. 2,00,000 and Rs. 5,00,000 at an interest rate of 7% per annum. These loans are repayable after one year through equal EMIs over the next five years.

Documents Required to Become a Member of the Natural Disaster-Social Security Scheme

To join the “Natural Disaster-Social Security Scheme,” please provide the following documents:

  1. PAN Card and Aadhaar Card of the Member.
  2. Mobile Number for communication.
  3. Email ID of the Member.
  4. Nominee Details: Name of the nominee (spouse, son, daughter, or another family member) who will be included in the scheme.
  5. Bank Account Details of the nominee (daughter or spouse) for fund transfers.

Please note that this is not an insurance plan. To establish the “Natural Disaster-Social Security Scheme,” interested members of the Flashstar Foundation contribute Rs. 1,000 annually. This fund is used to provide essential services to members and their families affected by natural disasters, including food, clean drinking water, medicines, hospital services, ambulance, temporary accommodation, bedding, and clothing.

The “Natural Disaster-Social Security Scheme” will be funded through the following sources:

  1. Member Contributions: Annual contributions of Rs. 1,000 from each family member of the Flashstar Foundation.
  2. Investment Income: Dividend and/or interest income accrued from investing the accumulated funds.
  3. Foundation Income Allocation: Funds allocated from the income of the Flashstar Foundation.
  4. External Donations: Donations collected from sources other than members.
  5. Corporate Social Responsibility (CSR) Funds: Contributions from companies under their CSR initiatives.
  6. Grants: Financial support from central and state governments, as well as other authorities, companies, or NGOs.

Refund Policy for Contributions/Donations

Please note that once a contribution or donation amount is deposited into this scheme, it cannot be refunded. Members are required to contribute a minimum of Rs. 1,000 annually, with no maximum limit for additional donations. An 80G certificate will be provided for tax purposes.

If a member does not make the annual contribution, their family’s name will be discontinued from the scheme for that financial year. To rejoin the scheme, the member must make the required contribution for the current year.

Claim Process for the Scheme

To claim assistance from this scheme, there is no requirement to submit invoices or bills.

Any registered family member affected by a natural disaster can inform the Flashstar Foundation about their situation and the emergency help needed. In the event of a natural disaster, the member and their family will receive essential services such as food, clean drinking water, medicines, hospital services, ambulance support, temporary accommodation, bedding, and clothing.

80G Exemption Certificate for Donations

Yes, an 80G exemption certificate is available for this membership or donation amount. Once you become a member of the scheme and contribute Rs. 1,000 or any other donation amount, the Flashstar Foundation will issue a receipt along with an 80G certificate. This certificate allows you to receive a 50% exemption on the donation amount in your income tax returns.

How many times beneficiary claim this amount.

Under this program, members are allowed to make claims multiple times if different types of natural disasters occur. However, the total amount a beneficiary can claim is capped at Rs. 1,00,000.

Annual Subscription/Donation Details

Yes, a subscription or donation of Rs. 1,000 is required both at the time of joining the scheme and annually thereafter. Additionally, you may choose to make extra donations for specific natural disasters, areas, or families in need. There is no limit to the amount you can donate beyond the mandatory annual contribution.

Age Limit for Membership

Any individual who is 18 years old or older can become a member of this scheme.

Installment Payment for Membership

Yes, membership can be paid in installments. Members can choose to pay the total amount of Rs. 1,000 in up to 5 installments of Rs. 200 per month.

Supplementary Benefits from Other Sources

Yes, members can receive support from insurance companies, state or central government, local authorities, or NGOs in addition to the benefits provided by this scheme. The primary goal of the scheme is to offer reliable support during natural disasters, complementing the assistance provided by these other organizations. However, members cannot receive double benefits for the same incident from both the insurance company and the Foundation.

Locking Period of the Scheme

Yes, there is a locking period for this scheme. The locking period is one year from the date of full payment of the membership fee. This time allows the Flashstar Foundation to accumulate sufficient funds to support members effectively.
